“How (Research) Universities Work” is probably a more apt title. Although this book compares different types of universities, the focus is clearly on research universities.There are many books about the inner workings of universities, but few are as readable as this tidy 200-page book. A nice airplane read rather than an exhaustive encyclopedia, it is peppered with opinions and vignettes. Some of the perspectives probably reflect Lombardi’s sudden exit from his university president appointments. He clearly doesn’t have much love for interminable committee discussions or governing boards.Lombardi argues that research is the underlying context of a university, driving the quality of the institution, including the breadth and depth of undergraduate and graduate programs. Of course, teaching is also critical for a university, but he argues that skilled teachers are much more common than successful researchers. In addition, the best teachers only impact students who pass through their classes, while a productive researcher will have an international influence. This perspective leads to one of his vignettes describing his advice to a new assistant professor about achieving tenure: “…the reward for research is delayed until long after the work is done, while the feedback for teaching and service is now. Resist the reinforcement of super teaching and the siren song of community service; instead, do the research. No one believes in the promise of research, only in the demonstration of published results.”Research universities are inherently highly competitive, continually vying for grants, the best students, and reputation. Thus, time is the enemy of success. “… every minute university people do not use to apply for a grant, recruit a student, improve the university, or do some other critical job, competitor institutions have the opportunity to move ahead.” To succeed in this highly competitive business, universities do not have to be visionary, but must be goal oriented and proactive. Despite the critical flaws of university rankings, the perception of the university affects its bottom line both directly and indirectly.Despite the best strategy, it all gets down to money and people. The source of funding is precarious, there is never money enough to invest in all of the needed projects, and research is a money losing operation. Moreover, since all of the operations of a university rely on people, a university needs to invest in quality faculty and staff. Hence, much of the book is focused on how universities spend money, how to best track money, and how to set priorities for budgeting. Although there is considerable discussion of performance based investments, it would have been nice to have a few more details about the criteria that Lombardi thinks is most critical to set these priorities.In short, this is an interesting, readable book that discusses nearly all aspects of the university, from the importance of people to governance, measuring quality to budgeting, supportive organizations to critics, and the delicate balance of immobility and change. You may not agree with all of his perspectives, but they will definitely make you think.
